MARYLAND CHAMBER OF COMMERCE: Senior policy analyst

Job Description

The senior policy analyst reports to the vice president of government affairs for the Maryland Chamber of Commerce (MDCC) and will serve as a registered lobbyist in Maryland. The senior policy analyst will cover a variety of issues as designated by the vice president of government affairs and the President & CEO, while working in concert with other departments of MDCC on a variety of issues important to our members.

Specific responsibilities of this position include:

Administrative

• Provide administrative support to the government affairs department in order to provide timely and accurate reports, position papers, testimony, fax/emailing of legislative-related documents and correspondence to legislators, members and other constituency groups;
• Assist in the production of a weekly legislative report during the General Assembly session;
• Support the MDCC Legislative committee, and other policy committees of the MDCC with regard to preparing, updating, and maintaining committee lists, agendas, meeting notices, materials and correspondence;
• Ensure and maintain current and accurate database information for the legislative and executive branches of government;
• Maintain the database and office files on all pieces of legislation reviewed by the MDCC;
• Post Legislative Committee meeting agendas, consent calendars, reports, and related items on the MDCC’s website, and maintain committee attendance records;

Policy

• Prepare testimony and position papers on relevant legislation or public policy on a timely basis;
• Prepare updates for MDCC’s blog and other weekly or periodic publications as needed for membership communication purposes;
• Coordinate the activities and outcomes of the related policy committees, as assigned;
• Participate in regional legislative briefings and updates;
• Participate in a variety of other MDCC activities;
• Represent MDCC in multiple external facing roles, including but not limited to third party organizations, regulatory agencies and other activities as needed;
• Develop and maintain positive working relationships with key elected officials and members of the Administration in order to build a better understanding of and appreciation for business issues;
• Identify, track, and advocate state and federal issues and legislation which are of interest to the Maryland business community, as directed by the MDCC’s President & CEO;
• Assist in developing strategic and coordinated initiatives to further MDCC’s growth and outreach;

General

• Assist with the coordination of the MDCC’s annual legislative events, including Business Day in Annapolis, the Maryland Congressional Delegation Dinner and the Business Policy Conference;
• Serve as the lead staff member for the Maryland Chamber Foundation

Skills Required

• Bachelor’s Degree from accredited four college
• Masters in Public Policy or Law Degree preferred
• Minimum three years experience in the legislative/public policy
• A thorough understanding of the legislative process, excellent written and verbal communications skills, an orientation towards consensus and coalition building and high standards of professional ethics are required.   Preference will be given to those with prior lobbying experience. Familiarity with civil liability health care, taxes, transportation funding, environment, energy, unemployment insurance, worker’s compensation, other employment issues and/or procurement is a plus.

Travel Requirements

• Some local travel will be required.
