The 2023 legislative session marked a period of historic turnover. Along with many new faces in the General Assembly, Maryland also saw a new Governor, Comptroller and Attorney General engage in their first legislative session since winning the 2022 election
and for the first time since the beginning of the COVID-19 pandemic, the House and Senate returned to their normal operations by conducting committee business in person.
The 2023 session featured many headline grabbing issues like new gun-control measures and a bill implementing the legalization of adult-use cannabis, which was approved by the voters during the 2022 election. Despite big issues, new faces, and a half billion-dollar budget write-down, the Maryland Chamber of Commerce remained committed to advancing policies making Maryland more competitive in the U.S. economy and helping Maryland businesses tackle the realities of persistently high inflation, rising interest rates and increasing energy prices.
